Problem statement
Master plans serve as crucial tools for guiding, controlling, and managing urban growth and
development in a structured manner. However, the existence of a master plan alone does not
guarantee its effective implementation. For successful urban planning, a comprehensive
assessment of the master plan’s implementation is essential, as failures in execution are significant
obstacles to achieving planned outcomes. Despite the importance of the Kigali City Master Plan,
no studies have evaluated its actual implementation or its impact on urban dwellers' living
conditions. This gap in evaluation leaves uncertainty about whether the objectives of the master
plan align with the current living conditions in Kigali.
