Abstract:
The main objective of this study was to examine the impact of the technological advancement
on the urban development of City of Kigali in Rwanda. This study had the specific objectives,
to assess the perceptions of respondents on the effectiveness of traffic cameras in City of
Kigali, to evaluate the perceptions of respondents on the urban development in City of Kigali,
due to traffic camera, to analyze the impact of technological advancement on the urban
development of City of Kigali, to determine the effect of Road Safety on the urban
development in City of Kigali, to find out the mediating effect of road safety in the relation
between technological advancement and urban development in City of Kigali. This Study was
supported by the Modernization Theory and Diffusion of Innovations Theory. This research
was descriptive research design, and the study population comprise 618 employees who
interact with the variables under study in the City of Kigali and the traffic police department
headquarters of the Rwanda National Police. A closed end questionnaire was utilized to
collect primary data used in this study. The size of the sample of this study was composed by
136 staff of those entities. Among 136 questionnaires distributed 114 were returned back well
responded, giving a response rate of 83.8%. Descriptive research design, correlation analysis
and multiple regression were used to assess the data using SPSS version 2.7. The findings
showed that the respondents confirmed that Technological Advancement of traffic cameras is
effectives in City of Kigali (Mean 3.82). Further the findings showed that respondents
confirmed that the urban development in City of Kigali was affected by Technological
Advancement with the overall high mean of 3.95, and that road safety is effective in City of
Kigali with the overall moderate mean 3.88. However, it was recommended to the City of
Kigali to undertake a comprehensive assessment of the existing traffic camera network.
