avoid any more conflicts and minimize their effects. For durable peace, actors across the
governmental, private, and business sectors must produce pragmatic and implementable
mechanisms that address both the proximate and root causes of the ongoing conflict.
Furthermore, as there is a complex interaction between root causes, approaches should be rooted
in a multi-faceted, multi-dimensional framework that employs consistent monitoring and
evaluation to allow for appropriate and timely modification should recommendations
inadvertently produce harm. Finally, proposals need to focus on both immediate aid and on long-
term development, and should focus implicitly on building capacity at the individual, communal,
societal, institutional and national levels. |
